Legal and Regulatory Framework and Mandatory Targets for Renewable Energy Sources in the CIS states

Renewable Energy Strategy has been prepared to promote investment climate for renewable energy technologies for submission to national and regional authorities in the Commonwealth of Independent States (CIS). This strategy is a complex of opinions agreed by the CIS states concerning the common aims, priorities and prospects for widening use of renewable energy sources to intensify interstate economic relations and transformation of the Commonwealth of Independent States (CIS) into a full member of the system of international relations in the sphere of global energy. This strategy has been prepared in the framework of the UN ECE project “Development of Renewable Energy in the Russian Federation and CIS states: Prospects of Interregional Cooperation“ on the principles of consolidated report presented on the base of national reports reflecting the assessment of potential development of renewable energy in the CIS states.
Most of the countries have renewable energy capacity targets, assisting their aims to obtain share of its power generation from renewable energy sources, according to the Commonwealth of Independent States (CIS) Renewable Power Market Outlook 2019 – 2028. In order to achieve these goals, the transmission infrastructure of the countries might require considerable improvements to allocate additional capacity increments.
However, to reach the committed targets and significantly increase renewable energy power plants, the CIS states will need to revise continuously the effectiveness of the energy policy mix. It will be necessary in the near future to create or adjust the current FIT levels or auction (tender) support schemes and to try to attract large amount of private sector investments. It will be necessary to secure that the utilities or retail companies subject to the purchase obligation are able to guarantee the purchases.
