In a significant stride towards sustainable energy and grid balancing in Bulgaria over the past few years, Inea Consulting Ltd. is proud to announce the successful completion of technical due diligence (TDD) for a 150 MW/320 MWh BESS plant under construction on behalf of an international investor. Upon the planned acquisition of this BESS plant from a local developer and planned application for bank finance, the project sponsor required support from an experienced consultant, such as Inea Consulting Ltd., and appointed the firm as a technical advisor to conduct third-party, independent Technical Due Diligence (TDD)

Bulgaria is rapidly becoming a hub for Battery Energy Storage Systems (BESS) in Eastern Europe, with multiple projects exceeding 500 MWh commissioned or under construction in the first 4 months of 2026, and the cumulative installed BESS capacity in the country expected to reach 10,000 MWh by the end of this year, according to the Bulgaria Battery Energy Storage System (BESS) Market White Paper 2025.
 

Bulgaria ranked third in the European Union in terms of newly installed battery energy storage capacity in 2025, becoming one of the fastest-growing markets in Europe. In just one year, the country achieved impressive growth of over 1100%, according to data from the European Solar Energy Association's (SolarPower Europe) annual report on the EU energy storage market.

The 150 MW/320 MWh BESS plant project, located in Bulgaria, is planned to become a major contributor to the country's energy storage sector. It involves the installation of modern BESS containers from the leading manufacturer (each with a capacity of 5 MWh), capable of storing electrical energy and operating for a 20-year term. The project's development comes at a time when Bulgaria urgently needs to support grid balancing, which is threatened by the rapid growth of solar energy since 2021. The technical due diligence process was comprehensive and meticulous, ensuring that every aspect of the project was thoroughly evaluated.

Inea Consulting’s team of experts conducted an in-depth analysis of the project's technical feasibility, environmental impact, and financial viability, including:

  • Site Assessment: The first step involved a detailed site assessment to evaluate the topography and accessibility. The site assessment covered the expected grid connection point, the proposed cable route, and the proposed MV/HV substation site, including photographs of the visible infrastructure (e.g., the MV/HV substation, nearby OHL steel towers, etc.). The adequacy of the BESS plant design and the proposed technology with respect to site conditions was explored in detail. Inea Consulting’s team inspected access to the site and the condition of the existing road(s) to ensure the movement of trucks and other machinery for the delivery of BESS equipment and the O&M of the proposed BESS plant.
  • Environmental Impact Analysis: Inea Consulting’s team conducted a thorough environmental impact analysis to ensure that the project adheres to all environmental regulations and standards. This included assessing the potential impacts on local birds and habitats and developing mitigation strategies to address these concerns.
  • Technical Feasibility Study: A comprehensive technical feasibility study was carried out to evaluate the suitability of the proposed BESS equipment, the design of the BESS plant, the planned fire protection measures, the integration with the local grid infrastructure and the assessment of the technical capability of BESS containers to operate long-term with a reasonable O&M cost. Inea Consulting’s team provided comments on the technical aspects of the granted permits and authorisations required for the operation of the BESS plant. This study also included an assessment of the project's operational and maintenance requirements.
  • Financial Viability: The financial viability of the project was assessed through detailed cost-benefit analyses, including capital expenditure, operational costs, and revenue projections. This ensured that the project is not only technically feasible but also economically sound and eligible for bank financing.
