The main priority of Belarus energy policy is to increase energy efficiency and to develop local sources of energy, because 80 % of the energy consumption is currently imported. Advantages for investors include green tariffs, exemption from customs duties on some equipment, low land rent and a simplified procedure for lease.
Energy Efficiency and Renewable Energy Targets for Belarus towards 2020 are as follows:
1) To reduce the GDP energy intensity as compared to the level of 2005 at least by 50 % in 2015, and at least by 60 % in 2020
2) To ensure use of domestic energy resources (including renewables) in the energy balance for production of heat and electricity. The share of domestic energy resources including RES in the energy balance for the production of heat and electricity to reach 28 % in 2015, and 32 % in 2020.
According to RENEWABLE MARKET WATCHTM Belarus reached 13 MW cumulative installed solar capacity at the end of 2015. Slovenian solar panel maker Bisol has been selected to set up a 58 megawatt solar power plant in Belarus. The value of the project is estimated at some EUR 50m, while Bisol is to realize 70% of the project.
