In such cases, owners and municipalities would be motivated to sell or lease land that would otherwise generate little or no income. The part of CIS region has about 20% of world oil supply, 40% of natural gas, 25% of coal and 10% of electric power production. Hydro power potential in some of the CIS states like Russia is considerable.
